Monitoring and Evaluation Officer

Save the Children International in Tajikistan is looking for a strong, high-qualified Monitoring and Evaluation Officer who have experience of health projects. The Monitoring and Evaluation Officer perform the following specific tasks under direct supervision of the MCH Project Coordinator. She/he will ensure that quantitative and qualitative monitoring and evaluation tools are systematically implemented and used by the teams. Lessons learned and best practice collected and documented, day by day monitoring conducted and data analyzed/shared with the project staff, DIP developed and updated constantly, progress against indicators reflected in donor reports, case studies shared with SCK. Fully adhere to the Child Safeguarding Policy and report to the line manager or Child Safeguarding National Focal Point in case of policy violation by staff and/or partners. Dual Mandate within Emergency -In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal job description and be able to vary working hours accordingly;

Main responsibilities:

Cooperation with government institutions:

  • Maintain harmonized cooperation with local government health institutions including Public Health Departments and Healthy Life Style Centres;
  • To participate in the meetings with local Hukumats/Jamoats, community leaders in order to keep track of issues, problems hampering routine process to basic health services for mothers and children;
  • To share the finding and achievement with Local and National authorities and MoH.

Data collection and monitoring:

  • Introduce target communities about goal, objectives, and activities of the project;
  • Conduct project baseline and end-line surveys and other data gathering campaigns;
  • Participating in the preparation of project press releases, articles and success stories;
  • Develop and monitor the implementation of data collection instruments.  Modify instruments as necessary and to accurately reflect changing Program M&E needs and activities;
  • Lead development, implementation, and monitoring of data collection systems (including program monitoring and evaluation database);
  • Coordinate and monitor data collection and data entry practices of program staff to ensure that program results are captured in the database regularly and accurately;
  • Provide technical assistance to Program staff as necessary and requested in order to ensure that monitoring and evaluation systems are being implemented and updated as designed.

Reporting:

  • Provide information and data for monthly, quarterly and (semi)annual reports and any other required information;
  • Provide a regular report on project achievements, challenges, and problems;
  • Update DIP in monthly basis;
  • Document and share lessons learned and best practice;

Support in development of new MCH project proposals and concept notes, especially in M&E part.

Performance Indicators:

  • Program monitoring tools and data collection and reporting systems are updated regularly in a timely manner and reflect Program activities and data collection needs;
  • Reports highlighting MEO activities, the status of program activities, issues, and programmatic recommendations are submitted to a supervisor within 10 days of the month in which they are due;
  • Program monitoring tools and data collection and reporting systems are updated regularly in a timely manner and reflect Program activities and data collection needs.

Child Safeguarding Policy Adherence:

Follow up Child Safeguarding Policy and provide a report to the line manager or to Child Safeguarding National Focal Point in case of violation of this policy by staff, partners and etc.

Qualifications:

  • University degree in medicine (preferably in the field of public health), social sciences, economics, any other relevant qualification;
  • Certificates on statistics, demographics, research and public policy

Experience:

  • At least 3-5 years of relevant professional experience in health/public health sector, preferably in an international organization;
  • 5 years’ experience in the field of monitoring and evaluation, especially with international organizations;
  • Demonstrated analytical skills and ability development of M&E tool and analysis;
  • Good analyzing of data skills and producing a qualitative report;
  • SMART and specific;
  • Excellent understanding of outreach and communication strategies at the community level;
  • Experience in capacity building and community development;
  • Ability to work under difficult circumstances and ability to work under minimum supervision;
  • Excellent writing and communication skills in English, Tajik and Russian;
  • Computer literacy (software packages: MS Word, Excel and PowerPoint);
  • Presentation skills, planning and reporting skills.
